Abstract

Rad se bavi komparativnom analizom nacionalnih strateških dokumenata Republike Hrvatske,
Republike Francuske i Ujedinjenog Kraljevstva. Kroz rad su prikazani glavni strateški
dokumenti država te je svaki od njih opisan. Prikazan je način na koji pojedine države
„promišljaju obranu“ te kako i u kojim vremenskim okvirima izrađuju strateške dokumente.
Strategija ima svoju ulogu u samom sustavu planiranja te postupno dobiva sve veću važnost u
odnosu na tradicionalni pristup te je zbog toga vrlo bitno definirati njenu svrhu i namjenu. Ideja
se rada zasniva na usporedbi obrambenih strateških dokumenata navedenih država, te je osnovni
cilj rada kroz analizu stranih dokumenata ukazati na mane hrvatskog sustava obrambenog
planiranja te dati prijedloge za poboljšanje.

Abstract (english)

The paper deals with the comparative analysis of the national strategic documents of the
Republic of Croatia, France and the United Kingdom. The paper presents the main strategic
documents of the states and describes each of them. The way in which individual countries
"think about defence" and how and in which time frames they prepare strategic documents is
shown. The strategy has its role in the planning system itself and is gradually gaining more and
more importance compared to the traditional approach, which is why it is very important to
define its purpose. The idea of the work is based on a comparison of the defence strategic
documents of the mentioned countries, and the main goal of the work is to point out the
shortcomings of the Croatian defence planning system through the analysis of foreign documents
and to make suggestions for improvement.
