Abstract

U završnom radu su analizirani C2 sustavi (zapovijedanje i nadzor, eng. Command and Control)
kao i mogućnosti njihove primjene u različitim organizacijama. Posebno je analizirana svaka od
komponenti C2 sustava: „command“ kao vještina i „control“ kao znanost. Isto tako važan
element C2 sustava je i zapovjedni koncept, koji je opisan kao alat za borbu protiv prevelike
količine informacija. Rad započinje uvodom i pojmovnikom u kojim su opisani ključni pojmovi
koji će se koristiti, a... More zatim je pružen prikaz C2 sustava kroz tri perspektive: kao proces, kao
funkcija i kao organizacija. Opis vojnog C2 sustava pružen je na primjeru Republike Hrvatske i
Slovačke Republike, a uporaba civilnog sustava je približena kroz način rada operativnokomunikacijskih centara policije i vatrogasaca u Republici Hrvatskoj, kao i kroz rad operativnog
centra civilne zaštite i sustava 112. U konačnici prikazan je isječak daljnjeg razvoja C2 sustava u
vidu prelaska na C3 sustav, a ukratko je opisano i kako to izgleda u NATO-u. Less

Abstract (english)

The final paper analyzes C2 systems (Command and Control), as well as the possibilities of their
application in different organizations. Each of the components of the C2 system was analyzed
separately: "command" as a skill and "control" as a science. An equally important element of the
C2 system is the command concept, which is described as a tool to combat information overload.

... More followed by an overview of the C2 system from three perspectives: a process, function, and
organization perspective. The description of the military C2 system is provided using the
examples of the Republic of Croatia and the Slovak Republic. The use of the civilian system is
exemplified by the operation of the operational communication centers of the police and
firefighters in the Republic of Croatia, as well as by the operation of the civil protection
operation center and the 112 system. The final section includes a brief outline of the further
transition of the C2 system to the C3 system, followed by an overview of how it functions in
