Abstract

U radu se analiziraju ključna obilježja obavještajne discipline SIGINT (signals intelligence),
odnosno prikupljanja obavještajnih podataka presretanjem signala. Pored definiranja same
discipline, u radu se koriste povijesni primjeri kako bi se objasnila njezina važnost, a pomoću
zakonskih pravila i regulativa koja ograničavaju rad SIGINT-a u korelaciju se dovode rad unutar
discipline i etičnost u provođenju samog rada. Dolaskom sve modernijih tehničkih sustava za
prikupljanje podataka sama se disciplina eksponencijalno razvija, a samim time je potrebno
analizirati etičke dileme koje bi se mogle pojaviti i pojavljuju se u tom dijelu obavještajne
profesije.

Abstract (english)

The paper analyzes the key features of the SIGINT intelligence discipline respectively the
collection of intelligence data by signal interception. In addition to defining the discipline itself,
the paper uses historical examples to explain its importance. Analyzing the legal rules and
regulations that limit the work of SIGINT, the signals intelligence activity and ethics in
conducting the intelligence are correlated. The arrival of increasingly modern technical systems
for data collection has brought the exponential development of the discipline, and therefore it is
necessary to analyze the ethical dilemmas that could and do appear in that part of the intelligence
profession.
